Temporary documentation-only hosted acceptance for wimi321#454. The GitHub PR diff contains only docs/DEVELOPMENT.md and docs/SPECIALIZED_ACCEPTANCE.md; workflow and application source are unchanged. Verify all five execution jobs and three aggregate checks run successfully. Close without merging after capturing evidence.

This temporary acceptance PR changes only documentation: it marks the development guide as a documentation-only CI test and strengthens Windows acceptance instructions for traceable locally built artifacts and running processes; reviewers should verify the unchanged candidate workflow/source and capture successful results from all five execution jobs and three aggregate checks before closing without merging.
